King Ranch Chicken

1 (3-4 pound) chicken, cut into pieces 
1 onion, cut in chunks 
2 ribs celery, cut into chunks 
water 
salt and pepper 
1 large onion, chopped 
1 large green bell pepper, chopped 
1 (10 3/4 oz) can condensed cream of mushroom soup 
1 (10 3/4 oz) can condensed cream of chicken soup 
1 (10 oz) can tomatoes with green chilies, including liquid 
garlic salt and chili powder, to taste 
10 corn tortillas, cut in quarters 
1/2 pound shredded Cheddar cheese, divided 
Place chicken, onion chunks, celery chunks in large stockpot. Cover with water, and season with salt and pepper; simmer until chicken is tender, about 30 minutes. Remove chicken from stockpot. Bone chicken, reserving meat and discarding bones. Reserve stock in stockpot. 
Preheat oven to 375° F. Combine chicken; chopped onion and bell pepper; condensed soups; tomatoes, including their liquid; garlic salt and chili powder in large bowl. 
Soak tortillas in reserved chicken stock to soften; remove tortillas from stock; reserve stock for another use. 
Layer ingredients in 13x9" casserole in following order: Half the tortillas, half the chicken mixture, half the cheese. Repeat layers. Bake 30 minutes.
