Baked Cinnamon Pudding

2 cups brown sugar, packed
1 1/2 cups cold water
4 Tablespoons margarine, divided
1 cup sugar
1 cup milk
1 2/3 cup all-purpose (plain) flour
2 teaspoons baking powder
2 teaspoons cinnamon
1/2 cup chopped nuts ( I use pecans)


Blend brown sugar, water and 2 T butter in a saucepan, bring to a boil. Combine sugar, remaining butter, milk, flour, baking powder and cinnamon; place in the bottom of an ungreased 9x13 inch baking dish. Pour brown sugar mixture over top and sprinkle with nuts. Bake at 350 degrees for approx. 45 minutes.
