Shepherd's Pie

2 cups mashed potatoes
1 lb. ground round or ground turkey
1/2 cup onion -- chopped
1/3 cup celery -- chopped
1/4 cup shredded carrots
1/2 teaspoon fennel seeds -- crushed
1 teaspoon instant minced garlic
1 1/2 cups salsa
1/2 cup shredded cheddar cheese
Preheat oven to 375.
Cook meat in large skillet over medium heat until browned. Drain. Return meat to pan. Add salt, pepper, onion, celery, carrot, fennel seed and garlic; cook over medium heat 5 minutes, stirring frequently.
Add salsa, simmer 10 minutes. Spoon into 8" square pan coated with cooking spray; spread potatoes on top and sprinkle with cheese.
Bake uncovered 20 minutes.
