Fool Proof Spanish Rice a la San Antonio

2 Tbl. oil
1 1/2 cups white rice
1 small green pepper, chopped
1 medium onion, chopped
1-3 crushed cloves of garlic (to your taste)
1 (16 oz.) can chopped tomatoes (with or without jalapenos)
2 cups water
Salt and Pepper


Heat oil in large skillet and add rice stirring frequently so that it does not burn. This should take about 3-5 minutes. (The ends of the rice should be starting to turn brown.) Add the other ingredients all at once, stirring to mix ingredients. Cover tightly; adjust heat to slow boil. Cook for 15-20 minutes.
